    Biographical / Historical

    The current Newark City Government is divided into departments, two offices, and various other agencies.

    The departments included currently in the City Government are the Department of Administration, Department of Economic and Housing Development (formerly Department of Development, from 1986-1998), Department of Engineering, Department of Finance, Department of Health and Community Wellness, Department of Recreation, Cultural Affairs and Senior Services, Department of Law, Department of Public Safety, Department of Public Works, and Department of Water and Sewer Utilities.

    In 1953, the municipal government changed from a board of commissioners system to a municipal council and many departments were reorganized. Again in 1986 and 2016 there were major reorganizations of the government departments.

    Parks and recreation was one department that changed names and locations frequently. The term "Parks and Public Property" was used until 1953, when the government was reorganized the Bureau of Parks and Grounds was created in the Department of Public Works. The "Recreation and Parks" department existed by 1972. In 1986, the Health and Human Services Department was created to encompass the previouis Recreation and Parks Dept, as well as Health and Welfare. At this point, the newly formed division was called "Recreation and Cultural Affairs". In 1994, the Department of Neighborhood Services was established with a "Division of Recreation and Cultural Affairs" and a "Division of Parks, Grounds and Shade Trees". In 1998, the department was renamed Department of Neighborhood and Recreational Services. In 2016, Ordinance 6PSF-F created the "Department of Recreation, Cultural Affairs and Senior Services", and the "Division of Parks, Grounds and Shade Trees" was moved to Public Works.

    The Department of Health or Public Health existed under that name until 1953, when the Department of Health and Welfare was established, containing a Division of Health. In 1986, the Department of Health and Human Services was created including a Division of Welfare and a Division of Community Health. It also included a division of Recreational and Cultural Affairs, but that was moved out of the Department in 1994. In 2007, the Department was renamed the Department of Child and Family Wellbeing. In 2014, the Department was renamed the Department of Health and Community Wellness.

    Water and Sewer was previously within the Engineering Department and became its own department in 1994. Public Safety and Public Works were established in 2016. Previous departments included General Services (1979-1994) and Land Use Control (1986-1994).

    There are two offices - the Office of the Mayor and Agencies and the Office of the City Clerk.
