Scope and Contents
The collection consists of 31 binders containing printed material such as newspaper clippings, newsletters, flyers, bulletins, and brochures; invitations, announcements and programs regarding events, including lectures, branch meetings and socials; press releases, statements, reports, and surveys; membership lists, minutes and agendas of meetings of the CHNC, the Associated Community Councils of Newark, and other committees or groups; and some correspondence, largely incoming, but including letters to and from the Mayor, the Newark Economic Development Committee, and the Mayor's Commission on Group Relations. The clippings are mostly from the Newark News, the New Jersey Afro American (including many "Inside Newark" columns written by Winters under the pseudonym "Lee Johnson"), and the New York Times. Included among the newsletters are issues of the CHNC "Neighborhood News," and of its branches, the Chadwick "Chatter," Farley Avenue "Leaves," Hunterdon "Highlights," Osborne "Observer," and the Seymour Avenue "Signals"; many issues of "Human Relations News," issued by the Mayor's Commission on Group Relations; and Trinity Methodist Church's newsletter, "The Clarion." The material is arranged chronologically. The earlier binders contain more diverse material; the later binders consist primarily of clippings. A selection, not a full description, of the material in each binder follows. Volume 1 (1954-1956): correspondence, flyers, a "statement of purpose" with a list of officers, and newsletters regarding the formation of the Clinton Hill Neighborhood Council, an issue of the organization's newsletter, "Neighborhood News," (October 15, 1956), and a letter of commendation on the formation of the organization by Mayor Leo P. Carlin (April 2, 1956); a flyer for a Workshop in Human Relations, to be held at the West Side School, with notes and annotations; newspaper clippings regarding the activities of the Clinton Hill Neighborhood Council and Newark Human Relations Council Volume 2 (1956-1957): contains, among other items, a program for what would become an Roundtable Conference: "Good Neighbors Make Better Neighborhoods" (May 1956); announcement of a get-together with Arnold Harris, Executive Secretary of the Jewish Community Council of Essex County; constitution and by-laws for the Associated Community Councils of Newark, of which CHNC was a member; a volume of "Neighborhood News" (June 15, 1956); and draft of "Ground Rules" for CHNC Volume 3 (1956-1957): contains, among other items, thank you notes addressed to Winters for his efforts on behalf of the neighborhood; a letter to Winters from Mayor Leo P. Biographical / Historical
Newark resident, historian, and New Jersey Institute of Technology professor Stanley Bisguier Winters (1924-2011) was a scholar of Newark's political and racial turmoil in the 1960s and 1970s, and an advocate for civil and neighborhood rights. He was also a specialist in the history and politics of the Austro-Hungarian Empire and of Czechoslovakia whose published work in that field was recognized by a number of awards. Born in New York City in 1924, Winters graduated from New York University (1948), earned a doctorate from Rutgers University (1966), and taught history at the New Jersey Institute of Technology (formerly Newark College of Engineering) from 1957 to 1991. Winters moved to the Clinton Hill section of Newark in the 1940s, and was co-proprietor of the Clinton Hill Day School, opened in 1950. In December of 1955 he co-founded the Clinton Hill Neighborhood Council, which advocated for neighborhood preservation and improvement, and against the urban renewal policies of the time. He was among the plaintiffs in a 1964 lawsuit against the City of Newark which had declared areas of the Clinton Hill neighborhood blighted. Winters also was active in the local civil rights movement and in politics. He was a member of the Executive Board of the Newark NAACP, wrote a weekly column "Inside Newark," under the by-line "Lee Johnson," for the Newark edition of the New Jersey Afro-American (1958 to 1964); and was a friend of, advisor to, and active campaigner for Newark's first black mayor, Kenneth Gibson. Winters ran for office twice unsuccessfully, first for South Ward Councilman (1962) and later for Essex County Freeholder (1965). A scholar of the Newark's 1967 riots, Winters organized a 1977 conference at NJIT to mark the 10th anniversary of the riots, edited a selection of papers from that conference, and wrote From Riot to Recovery: Newark after Ten Years (Washington, DC: University Press of America, 1979). He served as a Trustee of the Newark Preservation and Landmarks Committee from 1979 to 1993 and received the organization's Charles Cummings Award in 2010. The Clinton Hill Neighborhood Council (CHNC), co-founded in December of 1955 by Winters, was organized to "build community spirit" and to work on "problems which face[d] the community, including those of recreation, housing, and education." The Council was "composed of a cross-section" of neighborhood residents and was open to all residents, or those who worked in the neighborhood, upon payment of dues to the board; nearby organizations and institutions, upon approval of the board, could choose two delegates to represent their entities. The formation of street or block branches of the council was encouraged. Annual dues were one dollar for individuals, and five dollars for organizations or institutions. Council officers included a chairman, two vice-chairmen, a treasurer, and a recording and a corresponding secretary; the executive board was composed of the officers, two delegates from each institution or organization, and from each street or block branch. The first officers were Chairman: Stanley Winters, Vice-chairmen: Olga Russell, and the Rev. Stanley Hallett, Recording Secretary: Grace Golat, Corresponding Secretary: Dr. Alfred Finn, and Treasurer: Dr. Abraham Kurzrock. The Executive Board members were Mrs. David Cohen, Dr. Edith Gann, Rabbi Mayer Deshell, Florence Gaynor, Sarah Hallett, Alberta Lacey, Shirley Milstein, Rabbi Joachim Prinz, the Rev. Carl Uehling, the Rev. Franklin Weiler, and Helen Winters. Meetings were generally held in members' homes. [Volume 1, and "Ground Rules," ca. April 1957, Binder 6] The Clinton Hill Neighborhood, 14 blocks in total, was bounded on the west by Irvington, on the east by Elizabeth, on the north by Avon Avenue and Rose Terrace, and on the south by Hawthorne Avenue. The CHNC was a member of the Associated Community Council of Newark; within the Clinton Hill Neighborhood, Baldwin Avenue, Belmont Avenue, Bergen Avenue, Chadwick Avenue, Farley Avenue, Hillside Avenue, Hunterdon Street, Osborne Terrace, Peshine Avenue, Ridgewood Avenue, Rose Terrace, Seymour Avenue, Shanley Avenue, South 10th, 11th Street, and 12th Streets, and Treacy Avenue had branches or attempted to organize branches of the CHNC. Newsletters, published somewhat irregularly, included the CHNC's "Neighborhood News," and the Chadwick "Chatter," Farley Avenue "Leaves," Hunterdon "Highlights," Osborne "Observer," and the Seymour Avenue "Signals." The CHNC also sponsored an annual round table conference each spring, regular clean-up days or events, and, at least in its early years, a Halloween Parade. In March of 1958 the Officers of the CHNC were installed in a ceremony at the Newark Museum; Benjamin Collier, Chairman of the Mayor's Commission on group Relations was the guest speaker, and the museum staff led a tour of the "Our Town" [Volume 7].
